The CHSP is the entry level tier of the aged care system offering greater choice and more flexibility to older people. The CHSP helps frail, older people (65 years and over, or 50 years and over for Aboriginal and Torres Strait Islander people) who are assessed as needing assistance to continue to live independently at home and in their communities for longer. The program offers either low intensity ongoing support such as domestic assistance and care services or higher intensity support and care services on a shorter term or episodic basis such as allied health (e.g. physiotherapy and speech pathology) and respite for carers. Services provided take into account each person's individual goals, preferences and choices and are underpinned by a strong emphasis on restorative approaches, including wellness and reablement. The CHSP helps older people stay living in their own homes to delay, or avoid altogether, the need to move to more complex forms of aged care.
