Many key connections that link schools, shopping precincts, tourist destinations, community facilities, open space and off road shared paths do not have existing hard surface, accessible paths on either side of the road. This limits access to recreational and community destinations for many residents and visitors, particularly for the elderly and mobility impaired and in high rainfall areas such as Gellibrand, Lavers Hill and Apollo Bay.
